WaPo: The Politics of Transportation Infrastructure

Politics is meddling with transportation infrastructure, much to the detriment of the traveling public.

How transportation became the latest victim of America’s culture wars

In the past few years, the bitterly polarized “culture wars” have managed to blow apart the traditionally dull and parochial issue of infrastructure policy. As counterintuitive as this reality may be, it explains why Congress cannot agree on how to reauthorize — let alone modernize — federal surface transportation legislation, a.k.a. the highway bill.

How did this happen?

Since the 1990s, there has been a growing political divide between the cultural left and right, with one side favoring monocultural individualism, free markets and devolution to state and local government, and the other favoring multicultural communitarianism, government intervention and a strong federal hand. Issues that are intuitively cultural, such as abortion, guns and immigration, have long been front and center whenever these two worldviews collide. But now, in federal infrastructure policy, we are seeing what happens when self-segregated communities of common interest clash over how to manage our physical spaces.

As recently as the mid-2000s, there was general consensus over infrastructure issues, as reflected in the typically strong bipartisan support for reauthorizations of federal transportation legislation. The big differences were mostly sectional (“donor” and “recipient” states fighting over funding) or interest-based (trucking vs. transit vs. automobiles). But those humdrum days are gone. Longtime infrastructure supporters now find themselves befuddled over how a game of technocratic “inside baseball,” traditionally characterized by bipartisan consensus with a good measure of logrolling and earmarking, got so sidetracked.

The answer is that the partisans have gotten much more ideologically strident, and their differences have become much greater than their areas of agreement.

One side — call it the “congestion caucus” — claims to be infrastructure supporters, but it supports only what it deems the right kinds of infrastructure. Overwhelmingly urban and liberal, this group’s goal is not mobility or even infrastructure. It’s social engineering: getting people out of their soulless single-family suburban homes and into vibrant multiethnic communities; having them ditch their environment-destroying SUVs in favor of sustainable light rail; and supporting the urban disadvantaged instead of a privileged suburban class.

For the congestion caucus, expanding highways to reduce traffic jams is wrong, because it means more single-family homes, more SUVs and more suburbanization. This neatly summarizes why they oppose increased infrastructure funding for road expansion. As one presidential appointee to the Transportation Department told me when I asked why the Obama administration does not support a gas tax increase, too much of the Highway Trust Fund goes to, well, roads.

The other side — call it the “liberty caucus” — also claims to support infrastructure, but only insofar as it’s for roads, and only as long as the federal government’s role shrinks. Generally suburban or rural — and decidedly conservative — this group’s view is that infrastructure spending is politicized and wasteful. And unlike Ronald Reagan, who rightly saw the gas tax as a user fee, those on this side see it as just one more tax, deserving to be cut in the name of damn-it-all small-government purity.

The congestion caucus has been hammering home its message at every turn: Federal support for expanding roads actually makes congestion worse. Nonsensical though this notion is, it is nonetheless now widely believed. To be sure, better urban planning and an increased role for non-auto alternatives will have to be a part of the future transportation landscape. But if this comes at the expense of road expansion, the 85 percent of Americans who commute to work by car, and who waste nearly 7 billion hours yearly stuck in traffic, will suffer.

Meanwhile, from the liberty caucus, we hear the constant refrain that federal infrastructure spending is wasteful. How many more times do we have to hear about former Alaska senator Ted Stevens’s “bridge to nowhere”? Clearly this was an expensive “earmarked” project that defied reasonable cost-benefit calculations. But the liberty caucus fails to mention that, even at their peak, earmarks were a tiny share of transportation funding, and the majority of earmarks were for good projects. That’s because the liberty caucus’s goal is not to better manage federal funding — if it were, it would support proposals such as a national infrastructure bank and increased performance-based accountability for governments receiving federal transportation funding. Instead, its goal is devolving funding to the states — which would, let us be clear, inevitably lead to a significant reduction of overall funding for infrastructure.

So we are stuck. Both sides, each for its own ideological reasons, demonize infrastructure spending.

If we are to have any hope of shifting infrastructure policy away from these culture wars and back toward solution-oriented pragmatism, it is incumbent on true infrastructure supporters to call out both sides’ arguments — the social engineering congestion caucus and the devolutionary liberty caucus — as flawed and damaging to the national interest. And both sides will need to get back to compromising in Congress. For example, lawmakers could increase the gas tax, but use some of the revenue to incentivize tolling; they could appropriate more money for “smart growth” policies, but only if there is results-based accountability. Only then will a greater share of Americans get the mobility we all want and deserve.

Ten Plus One Reasons Why I Do Not Support The Honolulu Rail Project

  1. Among all travel options on Oahu, mass transit serves 6% of the travelers, just slightly above the U.S average of 5%. Focusing on this small piece of the pie is no way to solve the mobility problem of the 80% that drive and carpool, i.e., rail is the 1% solution because City's rosy numbers show that transit share will grow from 6% now to 7% with rail.
  2. Spending over five billion dollars for a non-solution is clearly unethical and all responsible for it are breaching their professional and fiduciary duty. As an engineering professional and past candidate for mayor I want no part in this unethical endeavor.
  3. The original system was supposed to be 34 miles through Kapolei to UH and Waikiki for about $3 Billion as shown in the headline above.  The current project starts a mile out of Kapolei and dead-ends at Ala Moana shopping center with no service to Waikiki or UH. Just 20 miles for over $5 Billion. If offering the public 41% less for a 73% higher price is not a lie then what is it?
  4. In some respects Oahu's congestion is comparable to that of the largest cities in the nation chiefly because Oahu is lane deficient.  20 miles of rail and 20 overhead stations will cause critical lane closures and result in debilitating congestion for a decade or more. For example, look at the image below and consider what traffic in downtown Honolulu will be like with Ala Moana Boulevard closed for about a year? The impact on quality of life, economy and tourism will be huge.
  5. B, C, E, 3, 9, 11, 20, 43, 53, 73, 81, 90, 91, 92, 93, 94, 96, 97, 98A, 101, 102, 103, 201, 202 are all the bus routes that will be eliminated or terminated to the nearest rail station. TheBus will be changed from a core operation to a feeder operation. This will add a lot of inconvenience and disappointment to the people that need transit service the most.
  6. Rail is high security risk. Mentally ill shooters and terrorists typically attack work, school and train station locations. Third rail systems like Honolulu's are a magnet for suicides. Train stations are a hot spot for robberies and drug trafficking.
  7. Rail makes Honolulu less resilient:It is practically certain that a major storm will hit Oahu in the next 50 years. Ten miles of reversible lanes not only will reduce congestion by over 30% for one third the cost of rail, but also they will be a critical backbone for post-storm recovery. Instead rail will be incapacitated for a prolonged period and critical resources will wasted to revive it.
  8. Cannot afford it. Hawaii is among the five worse states in the country in pension and health benefit funding liability. Future budgets will be very tight for the state. Outer islands should worry about their loss of big subsidies they receive from Oahu (i.e., they too will pay for it.)
  9. The City already has big problems finding a few million dollars for important services. Its budgets will be crushed by the union raises, the EPA sewer consent decree and the pension liabilities. Then add the rail construction cost-overruns and bankruptcy may not be far off.
  10. Out of more than 650,000 adults on Oahu only 156,000 voted YES to rail in the 2008 elections. That yielded a marginal 50.6% approval among those who bothered to vote. During elections the ratio of pro-rail lies to anti-rail information in advertising media was more than 10 to 1. Taxpayer monies were used to support rail and, indirectly, rail-supporting politicians. Calling this a "mandate" is disingenuous and the process was indeed unethical.
Last but not least, the aesthetics of the system are undesirable for the small, tropical capital of Honolulu. Here is just one before/after picture offered in city's renderings.

Honolulu’s Poor Economic Growth and What to Do about It

The Brookings Institution, rated No. 1 think tank in the world, published the Global Metro Monitor update which “provides economic growth data.” Where does Honolulu rank among 300 cities? It ranks 284th for the 1993 to 2007 period, and 217th for the 2007 to 2011 period. Honolulu ranks 54th in terms of population in the U.S.

While Honolulu ranks 284th, for the same period Portland ranks 93rd, Tucson ranks 100th, Tampa ranks 106th, Salt Lake City ranks 130th and depressed Cincinnati ranks 206th. Honolulu is much closer to 297th ranked New Orleans than any of its peer cities.

Why is Honolulu ranking so low? In large part because of the excessive waste of funds on unproductive endeavors. Unfortunately, this is a lesson that has not been learned. Here is a list of 10 large mistakes:

1. We invested in the 2nd city and more housing. As a result we get worse congestion and continuously escalating housing prices because of land controls. Creating a 100,000 population city on prime agricultural land is a mistake that Honolulu county will be paying for, for centuries.

2. We invested in buses: 200 more buses, express buses, and HandiVan in the last 30 years. Yet we got flat ridership. In 1980 Honolulu had 760,000 residents and TheBus carried 71.6 million trips, or 7.5 trips per resident per month. In 2010 Honolulu had 960,000 residents and TheBus carried 73 million trips, or 6.4 trips per resident per month, a 15% drop in per capita productivity. Transit is a declining business.

3. The last thing we need is a multi‐billion dollar investment in transit. But that’s a local priority!

4. We invested in high-occupancy and zipper lanes but we don’t do anything to manage the flow on them.  As a result drive alone and carpool share was 81% in 1990 and 81% in 2012. More people drive alone now than 20 years ago, despite the tripling of fuel prices. Carpooling has lost share because the freeway HOV lanes provide a low travel time benefit.

5. We invest in government. As a result we get over-regulation and slow innovation. Many government operations in Hawaii still use carbon copying and physical walking of papers from place to place, then pay extra workers to enter the information on a computer.

6. A private consortium launched the Superferry. The supermajority of people loved it.  Corporatist politicians and special interests killed it.

7. We invest in junk renewables like concentrated solar. Taxpayers paid millions in tax credits to a company on the Big Island that installed 1,008 panels on four acres of land to produce 0.1 MW which is mostly used internally and no power is sold to HELCO!

8. We do not invest much in tourism, infrastructure upkeep, congestion relief and park cleanliness. Despite the brouhaha about our banner 2012 year for tourism, the fact is that growth in tourism has not kept up with Honolulu’s modest growth in population: In 1990 we had about 8 visitors per local resident. In 2010 we had 7.25 visitors per local resident. Taxes generated from tourists do not keep up with local needs for services on a per capita basis.

9. Now we want to invest in "one iPad for each public school student" as if Apple can stuff knowledge in pupils’ brains.

10. We also want to invest in one super-casino so we can collect voluntary money losses from gamblers. We seem to know how to get from 284th to 300th.

What if we wanted to improve our ranking (and our quality of life)?

First we need to place our trust on data and not on “visionaries.” Given Hawaii’s great loss in Congressional seniority, an economic decline followed by bumpy stability will be the trend as I explained previously. Honolulu’s basic 0.5% annual growth will be flattened by local, national and international pressures.

Then proceed with this sample half dozen of economically productive actions:

1. Plans focused on growth for Oahu must be abandoned.
2. Top Priority: Maintain, Rehabilitate, Replace, Modernize.
3 Scrap rail. Use $3 billion to fix roads and add express lanes and urban underpasses.
4. Scrap wind. Focus on natural gas, waste‐to‐energy and geothermal.
5. Scrap the EPA agreement for secondary sewage treatment. (Many cities are taking EPA to task for its unreasonable consent decrees.) Focus on accelerated replacement of water and sewer lines.
6. Manage current and future budgets to sustain item 2.

Nimitz Flyover Cost Estimate Suggests that Rail Will Cost $7 Billion

In comparison, the structural and construction cost of the rail viaduct per mile will be similar or higher than $270 million per mile. So 20 miles of rail at $270 million per mile will cost $5.4 Billion. The rail's budget is $5.16 Billion. This means that the rail project will have no money left for trains, stations, a rail yard, etc. after 20 miles of viaduct has been built. Or that the rail will cost well more than $7 billion to complete.

HOT Lanes and Tunnels are Hot and Free to the Taxpayer

$52 Billion Chicago Plan. Carefully targeted investment to modernize the greater Chicago region's highway system would reduce projected 2040 congestion by 10% overall and by 20% within Chicago itself, according to a major report from the Reason Foundation's Galvin Mobility Project. The plan includes a 275-mile HOT lanes network, a new Outer Beltway, and several urban highway tunnels. All the new capacity would be variably priced, and projected revenues of $58 billion would exceed the $52 billion construction cost, according to detailed modeling carried out for the study.

Steps Toward DC-Region Express Toll Network. On August 1st, Virginia DOT and the Fluor/Transurban joint venture that is nearing completion of the Capital Beltway (I-495) Express Lanes, reached commercial and financial close on the $940 million I-95 project. It will convert the existing two reversible HOV lanes to three reversible Express Toll lanes along 28 miles of I-95. Across the river in Maryland, the Maryland State Highway Administration is studying potential express toll lanes for the I-270 corridor, which heads northwest from the Beltway.

Largest Infrastructure Fund Exceeds $7 Billion. Infrastructure Investor reported on July 31st that the world's largest infrastructure investment fund, Global Infrastructure Partners II, has amassed $7.02 billion in capital, towards its target of $8 billion. Overall, such funds have raised an estimated $200 billion over the past decade.

Port of Miami Tunnel at Half-Way Mark. The massive tunnel boring machine that is creating the tunnel between the Miami area's expressway system and the Port of Miami on Watson Island has completed the first of two 4,200-foot tunnels under Government Cut. The next step is for the TBM to be turned around to dig the parallel tube over a six-month period. The $607 million tunnel is being procured under a 30-year concession.

Dutch Pension Fund Buys Stake in Texas Managed Lanes. Pension fund APG from the Netherlands has invested $300 million to acquire a 12.3% equity stake in the North Tarrant Express and a 13.3% stake in the LBJ managed lanes project. Both are being developed by a Cintra/Meridiam concession company. Both concessions are for 52 years.

Can We Solve Honolulu’s Pervasive Traffic Congestion Problem?

Yes we can!

There are several specific projects that mitigate congestion that if one could magically install half of them overnight, Honolulu’s congestion level would be so low that traffic congestion would be removed from people’s list of worries. That would be a great thing for quality of life on Oahu and a booster to our tourism and the overall local economy.

Part 1 gives some background on congestion (did you know that some congestion is a good thing?) and presents low cost and shorter term traffic congestion solutions. Part 2 presents longer term, high cost traffic congestion solutions.

HOT Lane Transponders, Congestion as an Advantage, Congestion Pricing, Roadbuilding Costs

A potpourri of interrelated recent articles ...

HOT Lanes are supposed to be free for large carpools, discounted for small carpools and full price for solo drivers. Recall that the purpose of HOT Lanes is twofold: (1) Incentivize Transit and Carpooling and, (2) Have low occupancy vehicles pay congestion insurance (toll). The correct term is not toll but Congestion Insurance because HOT Lanes guarantee over 45 mph speed, whereas common tollways charge a toll and may serve abundant bumper-to-bumper traffic.

The problem is this: HOT Lanes use electronic non-stop no-toll-booth tolling at freeway speeds. So how do large carpools go free, low carpools pay a discounted toll and solo drivers pay the full toll? This article from Orange County shows the electronic solution.

Yogi Berra once said, "nobody goes there anymore. It’s too crowded." In the article The Case for Congestion, John Norquist who served as mayor of Milwaukee from 1988-2004 proposes that congestion is a positive attribute for a city. It shows that a city is vibrant, dynamic and bustling, as opposed to decaying and lethargic.

However, too much congestion puts a lid on the economic growth and long term sustainability of a city, so congestion reduction techniques are always in demand, particularly when they tend to be popular and relatively inexpensive. In A Blueprint for Beating Traffic, Eric Jaffe summarizes the success of Road Pricing in Stockholm, Sweden. Interestingly, some of the road pricing collections are being used by the Swedeish government to build one of the modern under-city roadway tunnels, Södra Länken, to relieve bottlenecks and to facilitate traffic and the economy of the city.

And when it comes to costs, new U.S. roadways cost much much less that new U.S. rail lines, as Randal O'Toole explains in Highway Cost Overruns.

If You Let Them, PB Will Recommend the Right Solution...

... For both transportation and the local economy.

Quote from Washington Post article titled Busway — not light rail — would bring more jobs, money to upper Montgomery, analysis finds: A $772 million light-rail line would generate a total “economic impact” of $1.3 billion between 2014 and 2050, while a $491 million bus rapid transit line would spur $2.2 billion, according to the study by consultant Parsons Brinckerhoff.

Notice that PB is the current consultant for Honolulu. In 2005 Parsons Brinckerhoff were asked by Mayor Hannemann to prove rail is right. Six years earlier the same consultant under much less pressure from Mayor Harris had recommenced Bus Rapid Transit for Honolulu!

Recall that all along I have been saying that HOT Lanes for express buses would solve Honolulu's traffic congestion and construction jobs issues for 1/4 the cost of rail and less than 1/4 the permanent cost later on for operation and maintenance.

What Would Rail Do for APEC?

The Asia-Pacific Economic Council or APEC 2011 was recently completed at various venues on Oahu. About 20 top leaders attended including the Presidents of US and China and the Prime Ministers of Japan and Australia. It was an important and crowded event. Oahu’s experienced hospitality industry proved that they can handle major visitation challenges.

Oahu’s transportation system was no problem for the “prime” visitors because security forces blocked it off for their exclusive usage. Oahu’s citizens and visitors were inconvenienced from mildly to tremendously because of the lack of redundant routes given that Honolulu is the most lane deficient metro area in the nation.

So a fair question is this: If rail was already present, what would have it done for APEC? What would rail do for future major conventions?

Nothing! Remember that the rail dead-ends at Ala Moana Center. (More on this later.)

Meanwhile, APEC dignitaries and visitors would be appalled by the ghastly superstructure that blighted the waterfront and Ala Moana. Those more akamai would ask: Why did you build something so big for your modest city? Why are your roads so congested and the trains are almost empty?

The answer is that rail was built big to create as many temporary jobs as possible. It’s not well used because the bulk of its ridership comes from deleted bus lines, along with a few thousand white collar workers who soon enough will ask the public to pay more money to put WiFi in the rail cars.

Rail dead ends at Ala Moana Center. Over one billion dollars will be needed to backtrack to Kapiolani Boulevard to get to Waikiki. Rail will permanently blight the Convention Center and the spine of Waikiki: With the elevated rail and stations, sun will barely reach Kuhio Avenue.

Recall that the federal judges signed a letter of objection to the city: They do not want rail to use Halekauwila Street because they consider it a security breech to the nearby federal building. How can rail go by the Convention Center? If it does, Hawaii won't be able to use it for any high-security event such as APEC, ADB, UN and other top level political and business meetings. Or it could, if we installed airport-style security at all 21 stations. Sounds ridiculous? Considering that the powers that be are pushing a $6 Billion rail system on a less than 600,000 population corridor, very little else can top this for ridiculous.

Obviously we need a different and better solution for transportation. What if we had HOT Lanes instead, that is, elevated HOT Lanes between the H1/H2 merge and Iwilei with exits at Aloha Stadium, airport, Kalihi and downtown?

With HOT Lanes, during APEC we would have problem-free travel between the H1/H2 merge and downtown regardless of freeway closures. There would be no visible blight because HOT Lanes run mostly next to H1 freeway and terminate one half mile before Honolulu’s prime waterfront.

As a bonus, HOT lanes have no part in the destruction of Aloun Farms and the prime agricultural land that is slated as a 12,000 - 15,000 residential unit Transit Oriented Development (TOD) in the Ewa plains.
