Not Too Late to Make the Right Decision on Rail

The Federal Transit Administration says it will demand its money back if rail does not reach Ala Moana Center.  Rather than view this as the beginning of a negotiation, both mayoral candidates used it as leverage to convince voters that the city has no viable option other than to find the additional billions needed to satisfy the FTA. 
Fortunately neither the FTA nor the winner of the mayoral election will decide rail’s fate.  The members of the state legislature and the city council will decide whether to raise taxes enough to cover the cost.
Assuming these decision-makers approach their task logically, they will begin by addressing four questions: (1) How much more money would be needed to finish rail? (2) Where would that money come from? (3) What would be accomplished? And (4) What could be accomplished if the same amount of money was spent on something else, instead of rail? 
If they approach this with open minds, we believe that they will reach the following conclusions:  
  1. Another $5.75 billion, over and above the non-recoverable $3.5 billion already spent, will be needed to reach Ala Moana Center (i.e., total construction costs of $10.8 billion, less $3.5 billion already spent or irretrievably committed, less $1.55 billion federal money yields $5.75 billion);
  2. The chances of getting an additional federal grant for rail are virtually nonexistent;
  3. It is unrealistic to expect the private sector to provide more than an insignificant portion of the needed $5.75 billion;
  4. The bulk of the new money will have to come from local residents, who will have to pay an average of $200 per person ($800 for each family of four) every year until construction ends;
  5. The rest—roughly 15% of $5.75 billion—will come from tourists or other non-residents;
  6. After construction ends, each family of four will continue to pay an average of $800 per year, to cover the annual cost of operating and maintaining a safe and reliable rail system; and
  7. Traffic congestion will be much worse when rail becomes fully operational than it is right now.
Anyone who questions this last statement should see the Final Environmental Impact Study in which the city admits, "traffic congestion will be worse in the future with rail than what it is today without rail."
Other ways to spend the money:  Working together, the city and state can reduce traffic congestion, for example, by aggressively adding new traffic lanes to existing roads, as has already been done successfully on each side of the central part of H-1 Freeway; by installing flyovers and bypasses in chokepoint areas like the Middle Street merge; and by adding new contra-flow and bus-on-shoulder options.  Each is a proven strategy that, unlike rail, would directly benefit all commuters.
Equally important, the city could afford to greatly improve its award-winning bus system.  This might include increasing the number of express buses that go where commuters want to go, rather than eliminating most of them as is part of the rail plan.  
All of the above could easily be done for less than half of the money that would be saved by pulling the plug on rail now.  The legislature and city council could spend the rest on other areas of need, such as a comprehensive homeless plan, heat mitigation and other improvement for our schools, sewer and road repairs … or simply leave it in the pockets of island residents. 
The existing guideway could be modified for walking, biking, and other community activities, and provide unique views of the island.  The High Line in New York is a wildly popular public park built on an abandoned rail line above the streets on Manhattan’s West Side.  While no one would set out to spend $3.5 billion for a High Line trail/park in Hawaii, it could become a tourist attraction. 
And last but not least, twenty years from now traditional mass transit will be functionally and technologically obsolete for cities like Honolulu thanks to autonomous vehicles and ride-hailing apps. Who’s the future of urban transportation: Apple, Google and Uber or Caldwell, FTA and HART?

Making the Most of the Rail Fiasco

This is a fuller version of the article I co-authored with Cliff Slater and professor Randy Roth that appeared on the Honolulu Star Advertiser on June 29, 2016.

It’s now painfully clear, even to Mayor Caldwell, that the likely cost of taking rail all the way to Ala Moana Shopping Center would greatly exceed available funds.  That’s why the new plan is to stop at Middle Street, eight stops short of Ala Moana, at least until an additional $4 billion can be found.  Just weeks earlier, Caldwell and others were saying that it would make no sense to stop at Middle Street—rail needed to reach Ala Moana, at a minimum, or so they were saying before realizing that that money simply wasn’t there.

This financial nightmare only gets worse when one takes into account its impact on the Full Funding Grant Agreement.  This is a legal contract the City signed with the Federal Transit Administration as a condition of receiving a series of federal payments totaling $1.55 billion.  Because of the decision to stop at Middle Street the FTA, is now legally entitled not just to stop providing funds, but to demand the immediate return of nearly $0.5 billion already provided.

We believe that the FTA will be extraordinarily flexible in dealing with this financial train wreck, partly because the FTA’s own hands are dirty.  It knew very early on that City officials were neither competent nor honest. We base this on interagency email in which FTA officials commented on the City’s “lousy practices of public manipulation,” willingness to “deceive with no remorse,” use of “inaccurate statements,” and having a culture of “never enough time to do it right, but lots of time to do it over.”

FTA officials also noted that the City had botched three projects and were “well on their way to a fourth,” started construction this time “without authority despite warnings that it would create an ineligibility for the project,” and put itself in a “pickle” by setting unrealistic start dates for construction.

We also know that FTA officials had ready access to the report of independent experts hired by Gov. Lingle to provide a second opinion on the likely cost of the proposed rail system.  The group’s bottom-line assessment should have alarmed the FTA:  “A multi-billion dollar transportation improvement project, particularly one that is proposed to be operated in, and funded by, an urbanized area that is far smaller than the norm for such projects, should have its financial plan developed with methodologies that incorporate the highest professional and technical standards and techniques.  As we demonstrate [in this report], the financial planning and modeling process for [this] Project fails this ‘best practices’ test in many ways.”

The FTA also aided the City in its dishonest efforts to convince people that rail would reduce the current level of traffic congestion.  For example, the FTA publicly expressed belief that “this project will bring much needed relief from the suffocating congestion on the H-1 Freeway.”  This was contrary to the FTA-approved Final Environmental Impact Statement (EIS) in which the City had acknowledged that “traffic congestion will be worse in the future with rail than what it is today without rail.”  The FTA's statement also contradicted its own previous position in its January 2011 Record of Decision in which it stated:  "Many commenters [on the Draft EIS] reiterated their concern that the Project will not relieve highway congestion in Honolulu. FTA agrees..."

Despite these and many other indications that the City could never build rail “on time and on budget,” as Mayor Caldwell repeatedly promised, the FTA apparently buckled under political pressure when it entered into the FFGA.  Because of the FTA’s complicity in Honolulu’s rail fiasco, the FTA should now allow the city to use the $1.55 billion of federal money to make the best of a terrible situation that it could and should have prevented.

We believe the most attractive of the available options is to convert the existing rail guideway into dedicated lanes for a state-of-the-art Bus Rapid Transit system that extends not just to Middle Street but far beyond to Manoa, Waikiki and other parts of the island, including Waianae.  As the figure below shows, regular, articulated and double-decker buses will fit the existing rail guideway and will operate normally and safely with a guided-bus system similar to those running in Essen, Germany,  Adelaide, Australia and several other cities.

This could be done with the money that otherwise would be wasted on a rail system that was out-of-date before construction even began. A BRT conversion will use familiar technology, will have a higher ridership, will preserve bus routes, and will provide more traffic congestion relief than rail.

Free transit: A case study from Estonia

In January 2013, Tallinn, the capital city of Estonia, did something that no other city its size had done before: It made all public transit in the city free for residents.

Researchers at the Royal Institute of Technology in Sweden found modest results.
  • They calculated an increase in passenger demand of just 3 percent — and attributed most of that gain to other factors, such as service improvements and new priority lanes for buses. In their analysis, free pricing accounted for increased demand of only 1.2 percent.
  • Traffic speeds in Tallinn had not changed — a sign that drivers were not shifting over to riding transit as intended.
  • If any modal shift is happening, it’s that some people are walking less and riding transit more.
All this at a city with far lower income and far lower auto ownership than most of the EU and the US.  Meanwhile fare box revenues have been lost.

Bottom line: Free public bus fares are a losing proposition even in transit dependent first world cities.

By the way, this was a Social Democrat proposal that, once a suitable mayor was elected, went to effect.

Mayor Enrique Peñalosa: Why buses represent democracy in action

1998-2001 Bogota Mayor Enrique Peñalosa: "An advanced city is not one where even the poor use cars, but rather one where even the rich use public transport."

In this TED talk, the former mayor of Bogotá shares some of the tactics he used to change the system in the Colombian capital.

"Buses have great capacity. For example this system in Guanzhou is moving more people per hour than all subway lines in China, except one in Beijing, at a fraction of the cost."

Chinese Straddle Bus -- Take 2



It appears that the developers of the Air Bus or Chinese Straddle Bus have read some of my concerns with their concept.

The new animation of China TBS Ltd attempts to take care of several of them such as accidents on the road and overhead obstructions that are difficult to remove.

This urban transit options is likely better than light rail and BRT, particularly for large cities with long, straight and wide arterial streets. Developing Asian cities should be a prime market for this concept.

Bus vs. Rail – 2007 Comparison and 2012 Opinion from Los Angeles


2007

The Gold Line BRT opened in 2003, the Orange Line Rail in 2005. Each is about 14 miles long, and each has 13 stations, about a mile apart. How do they compare?
  • The BRT line was expected to start out at 5,000 to 7,500 average weekday boardings, growing to 22,000 by 2020. It actually achieved the 2020 goal by its seventh month.
  • The LRT, by contrast, was supposed to start off with 30,000 weekday boardings and double that by 2023. But its actual ridership has been lower than that of the BRT line—well below projections.
  • The capital cost of the BRT line was $349 million. The Light Rail cost was $859 million.
  • The operating costs also favor BRT, with the Orange Line costing $0.54 per passenger mile compared with $1.08 for the Rail. On a cost per boarding basis, it’s $3.79 for BRT versus $7.54 for Rail.
  • Lesson: A high-end BRT is far more cost-effective (bang for the buck) than a typical LRT, meaning you get a lot more transit per dollar spent.
  • If a city is short on transit dollars, then a simple express bus service on a major arterial can provide tremendous value per dollar spent.

"When you look at the size of Honolulu (and) you look at the transportation problem they're seeking to solve, BRT is almost certainly a better investment,"
UCLA Prof. Brian Taylor said.


Taylor's research shows one of the greatest factors in determining a transit system's appeal is the ease with which riders can get to a transit line, whether it's BRT or rail. If a rider needs to go through various steps like walking, driving or transferring to get to a final destination, the less likely he or she is to use public transportation. "So, making the vehicle a little bit faster is not nearly as important as having a cutting down of the wait time," he said.

While the overall number of projected riders appears impressive, Taylor says it's not nearly enough to offset the tremendous capital cost needed to build the system, as well as the additional expenditures required to operate and maintain it. Heavy rail is much better suited for large, metropolitan cities like Tokyo, New York and London, which generate extremely large numbers of riders.

Honolulu Transit Megaprojects Compared


The same consultant conducting transit system estimations 6 years apart for the City and County of Honolulu has produced the figures tabulated below.

The conclusion is clear: BRT would provide the same transit ridership for about one tenth the cost.

All these figures are from official Final EIS documents.

 













 The final word is that the Rail Emperor truly has no clothes.

Enough with The Chinese Straddle Bus!

The Straddling Bus has attracted a lot of attention. I got an early video of this concept developed in China almost two years ago. Now I get two emails a week about it. At least!

Here's my take on it. It's a cool concept, but in reality, it is impractical and difficult as a retrofit. However, it can be adopted in new cities in China, India and other new, highly populated urban areas.


Challenges of the Straddling Bus include but are not limited to these: 

1.       Very few real world streets and traffic lanes are perfectly straight or level... traffic lanes are not built to airport runway standards. Therefore, at a minimum, expensive lane strengthening and re-alignment would be needed in order to operate this bus.
2.       How do we manage a crash of such a huge vehicle on the street? How do we tow it or lift it if it becomes sufficiently incapacitated?
3.       We do not know how "the common distracted driver" will react when a “tunnel” drives over him or her. Driver startling and related crashes will be an issue. This is why I proposed that the straddle bus runs as an Express Bus over existing BRT lines.
4.       The concept requires elevated stations which adds significantly to the cost because all elevated stations need to be ADA compliant. Obviously this will be an express service with stops at intervals of 1 km or longer.
5.       Overpasses, cross wires, sign and signal gantries, and trees will present significant challenges.
6.       Trucks, buses and other large vehicles have to be regulated out of the two lanes that go under the Straddling Bus. Writing the ordinance is easy. Enforcing it is not, and one unfamiliar trucker will block the Straddling Bus for a while.
7.       Receiving U.S. DOT certification to operate it on US city streets won’t be trivial.
 
As of mid-2012 not a single prototype exists. So let China build it, and then we can copy it. That'll be a first!

Free Bus?

That's a question that comes up often in public forums I attend. Why don't we make public transit like Honolulu's TheBus free?

The Transportation Research Board, a unit of the National Academy of Engineering has just released a report titled Implementation and Outcomes of Fare-Free Transit Systems.

The quotes below help us conclude that tiny systems like the one on the Big Island are better of being free because it costs more to collect money than the money that will be actually collected. Large systems like Honolulu's can't be run for free. They will run out of funds quickly and they'll likely become movable homeless shelters. Recall that TheBus is cutting routes because it cannot afford its fuel bill. Actual ridership of free bus systems also showed that free bus does not translate into less traffic congestion because even at zero cost, too few motorists switch to the bus.

Here are the main findings of the report:
  1. No public transit system in the United States with more than 100 buses currently offers fare-free service. (Honolulu TheBus has over 550 buses.)
  2. The largest jurisdictions currently providing fare-free service are Indian River County, Florida, and the island of Hawaii, both with populations of approximately 175,000. (The free bus on the Big Island basically transports workers from Hilo to resorts in Kailua-Kona.)
  3. Fare-free public transit makes the most internal business sense for systems in which the percentage of farebox revenue to operating expenses is quite low. In such cases, the cost associated with collecting and accounting for fares and producing fare media is often close to, or exceeds, the amount of revenue that would be collected from passengers.
  4. Providing fare-free public transit service is virtually certain to result in significant ridership increases no matter where it is implemented. Ridership will usually increase from 20% to 60% in a matter of just a few months. (Note: It's worth exploring a low cost bus fare between the Waianae coast communities and the Kapolei transit center.)
  5. Some public transit systems that have experimented with or implemented a fare-free policy have been overwhelmed by the number of new passengers or been challenged by the presence of disruptive passengers, including loud teenagers and vagrants.
  6. Systems offering fare-free service in areas of higher potential demand for public transit need to be aware that increased ridership might also result in the need for additional maintenance, security, and possibly additional equipment to provide sufficient capacity and/or maintain schedules.
  7. A relatively small percentage of the additional trips (from 5% to 30%) were made by people switching from other motorized modes. Most new trips were made by people who would have otherwise walked or used a bicycle, or would not have made the trip if there was a fare to pay.
